Simon, in NZ I had similar problem with a rural products firm. Possible reason is that if the magic words "tax invoice" are included then, for value-added tax registered recipients they're required to hang onto it for 7 years. So, instead of flooding their customers with legal documents the default is to say it's not a tax invoice (of which there must be one and only one given to customer, by law). Still seems a bit thin though, doesn't it.
